This mayoral contest should have been Labour’s to win. The economy is tanking, the austerity strategy is clearly failing, and every big political story since the Budget has made the Government look either incompetent, heartless, craven or possibly corrupt. Lurching from granny tax to cash-for-Cameron, petrol hoarding to cosy communications with Rupert Murdoch’s men, the Conservatives have abruptly lost much of the public’s trust. Last week their poll ratings tumbled to just 29 per cent, 11 points behind Labour, a record low. But those ratings aren’t reflected in London’s mayoral race, where Boris Johnson has consistently remained in the lead. In the past 10 days that lead has varied from two to eight points. Today’s Standard poll by YouGov has him leading by four points including second-preference votes.

Yet when BAA, the airport operator, issued leaflets to passengers apologising for delays and advising them how to complain to the Home Office, Mr Owen warned them off, saying it would “increase tensions”. He mistakes cause and effect: it is the huge queues, not BAA’s leaflets, that make passengers furious.
